Who decides the ethics of bio engineering?

Continuing with the ethics of biotech, and the blaming game on the government (Everyone keeps pointing at the government telling that they should regulate bio technology to make things right and ethical). Well, they should. But, big coorperations are having more influence on politics now. They have money to fund elections, hire lobbyists, "buy" lawmakers, have their own lawyers (we all know what lawyers do!!!), and many other things.

So pointing our finger at the government  to regulate these cooperations/business....bad idea. With all the technological advancements, jobs, money, tax revenue... It's hard for the government to say no to new techs (They even love them to be honest. They are running out of MONEY!). In other words, it is hard to regulate without being punished. Lawmakers are just humans as we are, and in their case, instead of acing exams or finding internships/jobs, they need to win the next election. It's called politics, and generally if you make laws fair and beneficial for everyone by regulations (there will be more protests from certain interest groups-those people who got regulated, they will make u look bad, and the public will think you suck)- This is bad for politics, and u will lose the next election.
You can't trust the government anymore, so who else to make it right?!?!?!?!
